On December 3, the Ministry of Industry and Information Technology (MIIT) issued a notice on the "14th Five-Year Plan for Industrial Green Development" (hereinafter referred to as the "Plan").
The Plan points out that the "14th Five-Year Plan" period (2021-2025) is a critical period and window of opportunity for China to address climate change and achieve the goal of carbon peaking, as well as a crucial five-year phase for the industrial sector to realize green and low-carbon transformation. Facing new situations, new tasks, and new requirements, it is necessary to enhance political stance, rise to challenges, overcome difficulties, and unswervingly follow the path of high-quality development that prioritizes ecological conservation and pursues green and low-carbon development.
The Plan emphasizes that industrial green development during the "14th Five-Year Plan" period should be guided by the goals of carbon peaking and carbon neutrality, with the coordinated improvement of pollution reduction and carbon emission reduction as the core focus. It is essential to balance development with green and low-carbon transformation, further implement green manufacturing, accelerate the optimization and upgrading of industrial structure, vigorously promote industrial energy conservation and carbon reduction, comprehensively improve resource utilization efficiency, actively advance cleaner production transformation, enhance the supply capacity of green and low-carbon technologies, green products, and related services, and build a modern industrial pattern where industrial green and low-carbon transformation and industrial empowerment for green development mutually promote and deeply integrate. This will provide support for the timely achievement of the carbon peaking and carbon neutrality goals.
It is planned that by 2025, significant progress will be made in the green and low-carbon transformation of industrial structure and production methods; green and low-carbon technological equipment will be widely applied; the efficiency of energy and resource utilization will be greatly improved; and the level of green manufacturing will be comprehensively enhanced. These efforts will lay a solid foundation for carbon peaking in the industrial sector by 2030. Specifically, the following targets will be achieved:
· Carbon emission intensity will continue to decline, with carbon dioxide emissions per unit of industrial added value reduced by 18%.
· Energy efficiency will be steadily improved, with energy consumption per unit of added value of industrial enterprises above the designated size reduced by 13.5%.
· Resource utilization level will be significantly enhanced, with the comprehensive utilization rate of bulk industrial solid waste reaching 57%, the recycling volume of major renewable resources reaching 480 million tons, and water consumption per unit of industrial added value reduced by 16%.
· Pollutant emission intensity will drop remarkably, with the emission intensity of major pollutants in key industries reduced by 10%.
· The green manufacturing system will be increasingly improved, with the basic completion of the green manufacturing system in key industries and key regions, and the output value of the green and environmental protection industry reaching 11 trillion yuan.
The Plan proposes an overall work arrangement of "focusing on 1 action, building 2 systems, promoting 6 transformations, and implementing 8 projects":
· Guided by the implementation of the carbon peaking action in the industrial sector;
· Striving to build a sound green and low-carbon technology system and a green manufacturing support system;
· Systematically advancing the industrial sector's transformation in 6 directions: upgrading industrial structure towards high-end, low-carbonization of energy consumption, recycling of resource utilization, cleaner production processes, green product supply, and digitalization of production methods;
· Supporting the implementation of 8 projects, namely: the industrial carbon peaking promotion project, the green transformation and upgrading project in key regions, the industrial energy conservation and efficiency improvement project, the project for promoting efficient resource utilization, the industrial water conservation and efficiency enhancement project, the cleaner production transformation project in key industries, the supply project of green products and energy-saving and environmental protection equipment, and the promotion and application project of green and low-carbon technologies.
The Plan clarifies safeguard measures such as strengthening the organization and implementation of the Plan, improving laws, regulations and policies, increasing fiscal, tax and financial support, and deepening international cooperation on green development. It requires local governments to formulate and issue supporting policies in light of local realities, implement the overall requirements, goals and tasks of the Plan, and ensure the effective implementation of the Plan.
